Jelena is taken aback by Senator Joylo's response.

"I understand that we are law enforcement, but it seems to me as if the laws set down by the Senate on how the voucher system was to be carried out were not being enforced."

"On the contrary, they are being obeyed to the letter, which is more or less the problem. It's extrmely hard to legilsate morality, beyond the obvious. The only real thing of legal force isndie the whole area is the mandatory nature of having to accept the vpuchers- and as I say, that simply leads to the food companies trying to maske using vouchers as unattractive as possible. I suspect working on that particular area will be something of great focus here."

Jelena nods.

"What will happen if the Commission is unable to reach a satisfying solution?"

"Well, then nothing changes, I suppose..."

"The Senate wouldn't make further efforts to change the situation?"

"Major Galactic political decisions are not made on a whim, my dear. They need preparation time, oversight and, most of all, time set aside to call a vote in the Senate hall itself. The Commission meets once every few years to assess the situation and make changes. Other than it being entirely impractical to do otherwise, if we tried to constantly change it all the time there would simply be chaos."

"I understand that, but what if the Poverty Commission failed to come to a viable solution and that resulted in a lethal famine?" Jelena asks. "Would the outer reaches of the Republic just suffer?"

"I am sure it won't come to that," says Joylo.

"But what if it does, Senator?" Jelena asks.

"Well, what if the star at Coruscant goes nova? It would be a disaster, wouldn't it? What do you want me to say? We're here to solve the issue now."

Jelena decides not to pursue that line of thought, realizing that the Poverty Commission, nor even the Republic, are prepared for that scale of disaster.

"Aside from the voucher system being reformed, are there any other matters being discussed?" Jelena asks.

"Various long-term projects about rebuilding the infrastructure in the affected areas. All very important, of course, else this will just keep happening, but the main focus is going to be on the vouchers because their reform is the main spotlight on solving the imemdiate crisis. And bringing immdiate aid is certainly what these church types have been on about."

"I am sure they are very keen to ease the suffering of the outer worlds with as speedy but lasting a revolution as they can. Hopefully the voucher system reforms can find a more permanent means of functioning."

Jelena nibbles on her biscuit.

"You mentioned that business types were present to protect their interests," Jelena says. "I noticed that the fabulously wealthy Deel Twain is present. Does he do business that would be affected by the voucher reformation?"

"Deel Twain? Well of course. Almost a silly question really; his portfolio is so broad that there is little he does not have an interest in."

"I am afraid I do not keep up with the business world too often, Senator. The Jedi do not receive personal payment for their duties, after all, though the Order itself receives Senatorial funding to support its missions, as you've mentioned. Do you know if Mr. Twain has ever had any interactions with the church? Not the kind of thing he would be interested in, I know."

Nope, as far as he knows, absolutely nothing at all; not as if they would have anything he is interested in.

Jelena suspects that Sienar needs Deel Twain's money for whatever he is planning, especially since Sienar has been accumulating wealth off of his aspidrol smuggling. She doesn't share this with Senator Joylo, of course.

Deciding that Joylo cannot help her further understand Twain's involvement, she asks about Corran Andran.

"Where does Senator Andran sit on the voucher issue?" Jelena asks. "I recall that he was instrumental in the events that happened in relieving Droben of its warlord. I participated in the Jedi strike team that was sent to deal with him."

Slight misunderstanding there, Jelena, as there are dozens of warlords left on Droben and that situation does not get resolved until the Empire comes, and Andran isn't happy with it.

"Andran is a loudmouthed bore," says Joylo. "All he does is complain."

Oh, okay. I don't remember the interlude very clearly as it is. It's been awhile!

"Oh? What does he complain about?"

"Anything he can. That's a man who will never be happy."
