I think it's more likely that they are teasing the audience with the mystery about who she is and her role - likely that SHIELD sent her in to investigate Stark from the inside, so they can leverage him into working with their Avengers initiative.
If her character had no accent, it makes no difference. She's a spy and is supposed to blend in.

I'm fairly confident we've seen the bulk of Scarlett Johansson's parts, as well as most of the SHIELD parts.
