As for the Leech argument, Cortez would lose in H2H vs. a no-power street level character. Doesn't mean he doesn't have power/usefulness beyond 5 pts. (or 10, or 15, etc. etc.). Same with Leech. Turns off powers. Not just mutants, iirc. If that's 5 pts. Well. It's not. ill can make his ruling, but a 6-yr-old mentality doesn't make up for his considerable power. You have my opinion.
Pre-crisis legion did some insane stuff. It's not exactly a depowered Brainy compared to current.

As if I care about some silly old flight ring. Lulz. Reed is High meta becuz he is nearly indestructible and he can even bulk up and get nearly as strong as Thing for a while. So pardon me if I don't share your sentiment about brainiac when All he has going for him is brains. Albiet considerable a considerable one.
And as for leech, Ill can make a ruling on leech, but unlike cortez or scrambler, he isn't a grown up. He's a kid. That in and of itself puts him at less than street level. And on top of that, Cortez and Scrambler's powers cause offensive pain and over loads and what not. Can you make the argument that leech should be anywhere near thier level when he's a kid(putting him at less than street level) and his powers are far less than thiers?
