The problem with your logic--and believe me, I'm using the term loosely--is that the notion of Gladiator as "Superman-lite" is not self evident. You would first need to demonstrate why Gladiator is less powerful than Superman before using it as a fact in your argument.

Thor is operating under a device that removes him from the time-dilating effect present in the Shi'ar galaxy. While the heroes from Earth have been there for two weeks by their perspective, so little time has passed for the Shi'ar that spaceships appear to have been frozen in place the entire time.
Gladiator matched them with sheer speed in spite of being under the effects of the time dilation. He kept up that level of speed for the entire issue.

WW has some very impressive speed feats. The fact is everyone at HC hates her and had her losing to Cheetah or whoever the hell it was.

Gladiator is written quite inconsistently, as you pointed out, and it makes ranking his placement a little hard at times.
Why?
Because in some showings he is basically at nigh Pre-crisis Superman levels, while in other showings he is getting manhandled by Cannonball and Colossus, or not managing to outfly a tidal wave (when in other cases he is flying many times faster than lightspeed).
In many ways it is even worse than the Sentry (where at one point he is supposed to be the epitome of power, and then some time later he cannot even hold up a helicarrier solo).
As for his 'confidence' issue, I also think it is taken too far (as in he loses confidence and suddenly Jubilee can take him on). The fact is that he is the head of the most elite corps in one of the most advanced empires in the Marvel Universe (unless the Shiar have been retconned), and he has been quite successful at that. Thus his confidence levels should be pretty high, and should only falter if he faces a truly powerful character (way above Herald level, for example), and thus he should be more than alright against the Cannoballs and Colossi of the comicbook universe. Yet it seems like he is written with a confidence level looser than loose.
Gladiator is one character who is made to job so often.

This isn't a matter of inconsistency so much as it is the character being created as one thing and turned into an entirely different thing by a later writer.
Claremont used him as little more than nameless fodder in a cape early on. Then Byrne got hold of him, beefed up his powers, gave him some characterization, and essentially created the character as he has been portrayed since.
There's also the issue of you having obviously not read most of the comics you're citing.
