No. Exiles Surfer would beat any pre DOTNG Darkseid.
Gladiator is at least comparable with Superman, and Surfer took him out far easier than DS has ever taken out Superman. Not to mention he killed the rest of the Imperial Guard, killed Captain Mar-vell/Super Skrull/Ronan at the same time in the same blast, was about to actually kill Galactus, casually destroyed a planet with physical force...and he can fly while off of his board.

Exiles Surfer basically made the 552 universe his b*tch. He completely destroyed Earth, killing all of it's people and heroes and blowing the planet up, he crushed both the Skrull and Kree empires as well as most of the heroes there. He nearly killed Galactus and would have had it not been for the Imperial Guard buying Big G more time and the Exiles stepping in to "blink" them to safety...Then, all of the remaining superheroes in the universe gathered in Shi'ar space to repulse Surfer's assault, and Surfer killed nearly all of them with ridiculous ease. He's at least a high-trans character - at the very least. And a universal level threat.
So no, I don't think DS can handle him. My opinion isn't completely baseless. I've got decent reasons. 😛

The board the cleaved no feat gladiator in two can cleave the guy who takes shots from pc kryptonians and doesn't bleed....again one attack and surfer would be busted into pieces and have his powers absorbed.
