Superman.
Greater media darling.
Plus, through his connections, he controls a vast amount of media.
Not to mention his friend Bruce Wayne, controls a gigantic portion of media himself.

Captain America would win. Americans would see him more as a fellow countryman and thus more for America, while Superman is more identified as a global hero with America's best interests not always front and center.

Also, Superman already has enough power. Throw in the presidency and this could be cause for worry in a lot of people's minds, even if only in their minds.

Steve Rogers for the Office.

superman would get more voters. but wait to run for president you have to be born in the united states right ? and superman was born in krypton.

He will tell the Sentry "Catch ye missile", then he will visit North Korea and convert it to democracy the power of his word and his fist. And they will love it.
