No he didnt state he wasn't wearing kevlar. He implied it by saying "you think I'm wearing kevlar," but he was trying to convince Punisher he was vampire.

Blade really did not care for this girl that much. Blade will never settle down that is a given. But he is a man he has needs so once in a while he takes a break and has some fun. But in his heart he does not care that much about her.

For starters he states that he hasn't picked up a Blade for 10,000 years or so. I suspect that eventhough he hasnt had practice hes still retains some knowledge, also iexperience doesnt neccesarily make you better.
Cap has gone up against skilled superhumans but he manages to beat them because he is more skilled.
