Nah. I highly doubt a hand gun would do me any good against a slightly armored, highly trained ninja, with body armor would do my any good. Not to mention, I'm far and away from being such a good shot that I could land a bullet in his head while avoiding steel wire, batarangs, and various other items.
However, Effing blaster bolts from two highly tuned blasters would certainly cut right through without problems. Fight shouldn't last long enough for Bats to do anything before he becomes swiss cheese.

I can't say how fast they travel, but I can say that in the majority of fights (read, not all), they travel slower than bullets, as they're travelling comparatively so. It can be seen in the movies.
