Malak is a no-name Jedi/no-name Sith. He was Revan's flunkie. Relatively featless. On the other hand, he seemed to be a pretty badass leader who overpowered Revan, Bastila, and some other guy on the Leviathan, managed to tap into the power of the Star Forge, and so on.
Logically, here's how I look at it.
Revan is pretty powerful, imho, and one step down = Malak. Malak, thusly, could do moderately well against Dooku.

So controlling the Star Forge, being "a pretty badass leader," being "one step down" from the "pretty powerful" Revan, and killing a couple of ridiculously random Jedi almost = Dooku.

And I think Malak being "one step down" from Revan is more an indicator that no one really came close to Revan than Malak being exceptionally über. After all, even with the power of the Star Forge, he got his ass kicked. The two can't reasonably be argued to be anything approaching close, so arguing Malak's merits based on him being somewhat-not-entirely-incomparable to Revan is illogical.
