Well, during Dark Knight it was being rebuilt. So it depends if they start the film straightaway after the end of The Dark Knight or if they let some time go by. Either way, though, rebuilding Wayne Manor with better access to the Batcave [and other Battish things] will take time.
On the other hand, Wayne's got a hella lotta money. And cinematically, I think the movie would be better with the Manor, as it's such an icon for the Batman franchise.
Oh, and I know S. Jo was just in Iron Man 2 with the same role, but think about it. We know Nolan likes to cast people who've worked in his other films together. Scarlett Jo was Bale's love interest in "The Prestige." That's why she popped in my mind first thing.
Plus, historically, which movie is going to be remembered more? This is THE LAST NOLAN BATMAN MOVIE. We already know it's going to make tons of money and sell millions of DVDs. Iron Man 2... well, it was good, but not spectacular. At least we know she could fit the catwoman costume really really well.

"The Dark Knight Rises" sounds like a continuation of The Dark Knight instead of an individual part. It is not a bad title. In fact, it is pretty good. But I think there could have been a better title. Batman Beings should have been called The Dark Knight, The Dark Knight should have been called The Dark Knight Rises, and The Dark Knight Rises should have been called The Dark Knight *insert verb*. And then, the Nolan trilogy would have been known as "The Dark Knight" Trilogy.
I don't mind that the Riddler is not going to be the villain. Batman has a huge rogues gallery full of great villains and I trust Nolan will use an interesting villain. Catwoman wouldn't be a bad choice.

have MANBAT as the main protagonist, but also have another story layer with the JOKER (clever bit here, use a POV so the audience can view through his eyes!!!) and introduce harley quinn as the newbie psychologist student studying specimens in arkham asylum ..... which is now under "new management"
use the batpod, but since MANBAT starts flying around the place, have bruce wayne bother lucious fox to get him a HARRIER JUMPJET as the new BATPLANE ..... and chase MANBAT all around gotham, like the start of batman forever but MUCH FASTER ..... THEN the big reveal at the end is the new BATMOBILE .....
THEN have the LoS bring in their final trumph card ..... THE RIDDLER .....
