Penguin is iconic! After Joker, Two-Face and Catwoman, he's the one everyone immediately thinks.
A super rich mob boss with quirks and abnormalities is now a stereotype. Just having that underworld power is more than enough trouble for someone like Batman. You aren't afraid of him, but you do hate him, and that's great.

Not me. After Joker, Two-Face, & Catwoman, I think Riddler, or Bane, not Penguin. The only time the Penguin has ever been interesting to me was in "The Batman".

My point was that you were generalizing in saying that after the Joker, Two-Face, & Catwoman that everyone automatically thinks of the Penguin next. I don't, and I know there are other fans out there who don't either.
I'd much rather see someone like Catwoman, Bane, Killer Croc, or the Riddler rather than the Penguin, unless Nolan were to have something extremely epic up his sleeve for the Penguin.

I haven't seen anyone say Nolan needs to use major name villains, but everyone is merely suggesting the villains they want to see. I happen to want to see the Riddler, Catwoman, or a return from Two-Face. Has nothing to do with whether they're major name villains or not.
