Maybe if Gorgon regularly fought people on herald level, it would be easier for you to make a case.

WW hasn't faired extremely well (at least not as well as a Superman-level opponent should) against top talent street levelers.
Batman has given Superman trouble. So has Toyman. Deathstroke's taken Supes by surprise with his speed, and Gorgon's ridiculously faster than him. Hell, Superman's been taken by surprise by a kid turning him to ice, and I've seen nothing to prove that his telepathy defenses are superior to Wolverine's.
Based on Superman's record against streetlevelers, I don't really see how Gorgon could lose a fight against him.
