the argument is that racial profiling of young dark-skinned people is such an accepted practice by police that they felt comfortable enough to implement it into written police policy.

I'm a pretty firm believer that class is the most important thing too. It's VERY noticeable in the UK, as the lower-class neighbourhoods are very diverse, a huge mix of white British, Irish, black British, recent African immigrants, Indians, Bangladeshis, Pakistanis, Somalians, etc. And they're all as pushed-down as each other, as it is their class and lack of access to quality education and general left-behind-ness (our government gives 0 ****s about anyone who isn't a home owner) that stops them gaining a better life.

The policy was pushed to high crime neighborhoods Bash. The profiling was more the neighborhoods they chose which have a higher volume of minorities. doesn't change anything I've said.
