Things do point at that, yes. It's somewhat even, though. It would have been more even had:
- Medivh and Kratos been replaced. Cloud been traded up. Sephiroth not been their backup (Or Malygos not been the backup of team one). Medivh can hide forever if need be. A strategy could be to wait Malygos out.
I believe that the Mixed side have demonstrated that Ganondorf can is needed be locate Medivh through his Cosmic(?) awareness while I don't think it has been efficiently proved that Starkiller could do the same. Ultimately both sides takes losses that is unavoidable if not from anything then collateral damage.
Seems a bit to wide imo, would that mean that beings like Algalon which can apparently rather easily determind the state of a entire planet can't find Medivh (with Medivh in control)?
To my knowlegde Medivh have never blocked such a seach, but ofcause it's more then possible that Sargeras knows what is it and how to efficiantly counter it (else it's very like that the Titans would have cleaned out the Legion a long time ago..)

Medivh is a luminous source of power. When he revived himself, I want to believe there's a reason why he was believed dead, why no one sensed him. Although that's beside the point.
What I'm saying is that a spell that was weaved for the purpose to spy on Medivh was proved useless, it is within his capability to hide his existence when he doesn't want to be seen. A spell that cover the universe is not necessarily stronger than one that cover a room. It's only wider. Given Khadgar was only a novice magician, who was trying to spy on the most talented mage on Azeroth at his homefield. I think the mages of Kirin Tor tried too, though. Not sure.
We don't know what Algalon the Observer found and didn't in his search. Medivh didn't interest him. He could've seen him, if he's even on the planet anymore. Medivh's last message was rather cryptic.
