Surfer is rarely ever that close to the ground in a battle, tho. Unless he goes CIS-mode and decides to H2H his opponent (w/c admittedly happens quite a lot in comics these days). I'd say in most comics he's a couple of stories above the ground, I mean why would he ever need to be that close to ground level?

Admittedly, if Surfer if conditions were designed to give Zoom the advantage (ground level Surfer), then he can take the majority. But I'd only give this on the "CIS on" stipulation.

Bloodlusted, Surfer stays in orbit, uses his cosmic sense to scan the planet for his opponent , realizes he can't track him due to his speed, then just decides to blow up the planet. Zoom dies.

That would be way out of character for someone who feels the sanctity of life is so important, like Surfer.

Regarding the conversation between Enyalus and Leonidas. From what I've read, it seemed that Wally had, used up Jay's and Bart's speed. That seems to be made pretty clear in "Flash Vol.2 #200" as I recall. Jay states that it would take time for their speed and he would need to wait before facing Zoom again and Wally even says that he doesn't need their speed, further implying to the fact that Wally used up the speed.

It seems that the "Mantra > Bart and Jay" in terms of power ups of speed. It's not really logical, but hey it was Johns.

after reading the issue i agree 100%.

eny, you trying to tell me that even AFTER the battle, during that whole scene in the hospital and the lab, he STILL retained their speed?? no way.

then there is the scene where wally says he going after zoom but can't wait for jay and bart to power up again since it would take hours. why would he even WANT to wait, why would they even mention that if he still had their speed? no way. makes no sense at all. not saying the formula being greater than bart+jay makes sense, but it is very clear that he no longer had their speed when jesse gave him the formula.

Jay mentions that they won't be able to give him their speed again for a few hours, since they were still drained from the first time. Wally points out that he doesn't need Jay's speed.

Could be argued either way. My explanation makes Jesse's formula recital thing make sense.
