Dr Light can shield himself from a hurricane, and speed of thought is way slower then Dr. Light's attacks

Dr. Doom doesn't have telepathy and he can beat Storm. It's funny that you said anyone without telepathy or Surfer level can beat Storm seeing as she has pretty decent mental defenses.

Thor is the anti Storm, he can counter everything she does, and deal it back >= to that of Storm, plus he has ridicoulous strength and durability
