I think they shouldn't bring back Steve Rogers in Reborn. It'd be really ballsy but I think marvel should keep Bucky as Cap and leave Steve alone at least for a few more years. I'd love to see a final twist in Reborn whereby Cap doesn't comeback, or is alive long enough to officially pass the mantle. But fans would probably be up in arms 🙁

But in direct answer to your question....

I wouldn't mind seeing one of the Earth based GL's die towards the end of Blackest Night. It could feasibly happen to any of them, except Hal. If I got to pick I'd probably kill off Guy or John.

death seems to be a very subjective term where comics are concerned - but more times than not, i do think a character should stay dead once they are seemingly killed. i mean, if you're going to kill them, kill them. don't change your mind about it a few months/years later.

Yeah. If you're going to introduce death, leave them dead. Unless of course some cosmic resurrects them for some purpose.

Outside of that possibility the character should remain dead in the main continuity. Doesn't stop the company from making else world stories or possibly stories set in the past for the character.
