Well, considering Wolverine routinely fights CL 100's, a CL 15 is no real thing, especially when the CL 15 in question, is in the form of a bear, with no resistance to adamatium claws, and no way to permanently damage him.
Squirrel Girl does stuff like that because the creators just think it's funny, Rulk is like that because Loeb writes him.

logan has headbutted hulk and appeared to break his nose and broke his grip on logan, logan has dropped kicked the thing in the head and jossled his @$$.....he has punched rogue through a wall and has also knocked out rough house as well.......... ursa major has no chance of staying conscious with logans haymakers

But I wouldn't call that PIS because the plot wasn't made to fit around it nor did it affect the overall plot. It was CIS because it's an inherently stupid aspect of the Wolverine character.
