Darkseid did scare the Lords of Chaos, back in a Dr. Fate issue when he summoned them and the Lords of Order for a conference. He flat out accused the LoC of respecting and fearing him, to no rebuttal, and when they tried attacking the Lords of Order he put his foot down, and they immediately backed off.

That's what Boom Tubes are for, the doorways to anywhere. A guy who can make boom tubes isn't getting stuck in a dimension unless something is actively keeping him there.

Not to mention that DS's Omega Beams have traversed dimensional boundaries before.
