It was actually Darth Nihilus.
...or Darth Sidious.

There are three ways to grow stronger in the force, normally a Jedi will train, this transfers the midi-chlorians in their bodies into raw force energy.
This sounds explanation sounds a little flawed to me. I'd say it's more like they use the midi-clorians to transfer Force energy into some other form of energy (kinetic or electrical. or even psychic).

Another way is to transcend into the and retain your identity as a spirit aka a force ghost, this transcends all of ones midi-chlorians into force energy instantly, and you will become as powerful in the force as it is possible given the amount midi-chlorians in ones body at the time in which they transcend.
Midi-clorians do not become Force energy. People do not "burn" them up. People don't really hold a large amount of power as ghosts, otherwise Nadd, Exar, Sadow, and other Sith Lords would have pwned up on the living. They also would have had no reason to attempt to become alive again (which they often tried to do). The same is true for Sidious. He needed clone bodies.

But there's a third way to obtain force energy, perhaps the most potent, you transfer the force energies obtained by other force sensitives into your own identity, this process generates a force bond between one and the individual in which he or she stole the force energy from if they survive.
They don't really keep this Force energy though. It's not like he took their midi-clorians.

Darth Nihilus stole the force enrgy from an entire species of force sensitives at once, this vast absorption of force energy was greater than the amount Darth Plagious used to endow Anakin Skywalker with more midi-chlorians than anyone.
He didn't take their midi-clorians, so he didn't become all that much stronger from it.
While I do think Nihilus is extremely powerful, he hasn't shown that he is superior to Sidious.
