I think Strange erased him once... took away his amulet and blasted him with it. Although that may have been some sort of alternate reality in Strange's run.

I'm not sure about that. It certainly would be something I would imagine Kahn/Batdude ruling on.

Khan/Batdude announced that after the first set of matches are over with. Redrafting would be allowed, but they have not given away to much details on how to go about this.

I think they are going to announce the date, using another first come - first serve thread.

i was under the impression from the discussion i had that ANY character would be up for grabs, not just characters that lost . . .
