He was obviously trying to work up the courage to let it all hang out in LW1😄irectors cut.

He was shown picking up underage girls off of the streets, where he'd tell his potential victim to watch TV with him as he decides whether or not to go through with it. He bottled out, the time shown onscreen, by the looks of it.

Also that scene could be read as the death of Riggs interest in woman, as he washes his arsehole for Roger.
