So Relle will sneak up on a guard and try to slip his gun out of his holster, Ush. I assume that's Intrusion.

You don't normally carry significant amounts of money by default I am afraid.

It's Intrusion to sneak up on someone unnoticed, and an Agility roll to get the shove done right... and it is all passed!

Unfortunately I do not have Persuasion. Rand has Intimidation and Lying.

Perhaps if he added to his pitch that he'd tell their superiors that they refused to help with the Emperor's new communications equipment?

That's your job, not theirs. They'd likely be in far more trouble foe leaving their posts.

Is Lying appropriate? I don't actually intend to pay them, after all.

Gallador has persuasion, I believe, so he can try that approach

All sorts of ways Lying can help you, but no matt5er how good you are the 'Emperor will be angry' approach won't work.

Gallador can give the straight convincing a go, or someone can come up with another social approach, but I want to move in in the next day!.

Would using the Force (Combat Push, maybe) on one of the people arguing with each other be possible? And prolong the argument or start new ones?

Combat Push is blatant (you cannot use it without an obvious gesture), so it might get you involved as well.

I advise against that. Maybe just keep pushing people and sneaking away so that it escalates.

Not sure if it is lying or persuasion, as we do not intend to pay at all, but Gallador has persuasion as well.

It's Persuasion to convince them to come even though they are naturally wary.

It's Lying to convince them, say, that you have the money they want but it's back in the basement. The approach you were taking seemed more Persuasion based.

Regardless, Gallador has passed it! They are coming.
