Leaping around outside the Tower is very much going to be noticed, no matter how you play it. If you do something considered illegal that warrants arrest and get caught doing it, that's endgame for your investigation; the King will have you locked away and the Republic will need to bail you out.
Intrusion is very necessary for sneaking around doing things the King won't like. It will need a good Intrusion roll to start your work totally unnoticed, and a Fix-It roll to hack the system successfully. Neither will be easy, especially during the day.
Do bear in mind that the King has offered to help you anywhere he can!

You also have zero evidence that King Evand has people chipped or taken anywhere, aside from the 'unwelcome guests' that he sends off-world for violating the peace of his faux-kingdom. He would likely be very offended if you put it that way; you want to keep him in your corner if you want to unravel any of the mysteries of the White Tower- Lothar Tull claim as a Jedi, what happened to Enah, how Halloy is connected to the raids you stopped...
My apologies- the government DOES chip people, but only for registration and it is done in public offices. What I meant was that implying that it was done inside the Tower was what you had no proof of.
