I'm not too surprised by MODOK's inclusion. There was speculation he was in because his arm was in one of the earlier trailers. He does fit the crazy character Seth was talking about. I'm gonna wait and see his gameplay before judging him.

You do know the full roster isn't even near close to being fully revealed right? Those characters could still be in.

Just because you haven't doesn't mean no one else has. With so many characters in the game did you really expect to like every single one? MODOK is in the game you don't have to like him because there are many characters you likely will like. To believe that no one has heard of him or even wanted him is ignorant.
'm not a big fan of Tron's but I still smiled when I saw her in the new trailer because I thought, "Somebody out there's freaking out right now." Call me a sap but while I understand being frustrated about not seeing a favorite character in, I can't fathom being a salty ass over other inclusions because every character is somebody's favorite character. Even Felicia and X-23 who are among the most hated revealed characters.

It seems they're using MVC3 as promotion for their properties and are using the most recently popular or known characters to entice them into investing in this game. Nearly every character announced has an upcoming movie or game. Or is currently pretty popular among fans.
Marvel
Wolverine - Second most popular Marvel character and has an upcoming sequel in the works. A shoe in.
Iron Man - Avengers movie.
Hulk - Avengers movie.
Deadpool - Planned movie in the works and is pretty much the most saturated Marvel character in the comics.
Captain America - His own movie and Avengers movie.
Dr Doom - One of the most iconic Marvel villains.
Super Skrull - F4 couldn't be put in. He's the trade off.(Much better choice.)
Dormammu - Not too sure about one. Some people might remember him appearing in the 90s Spider-man cartoon.
Thor - His own movie and Avengers movie.
X-23 - Honestly don't know too much about her, but she's got a big fanbase. Her own solo comic.(I believe a new issue came out the same day she was announced.) She must be pretty popular considering she like Harley Quinn debuted in a cartoon and was later put in the comics.
Spider-man - Most popular Marvel character, has a reboot in the works, and is a shoe-in.
Magneto - Same as Dr Doom plus he'll be in X-men First Class.
MODOK - Don't know about this one either. I admit he was an odd choice, and I would have preferred other villains, but I'm not gonna throw a hissy fit over it. He's in. That's that.
Capcom
Ryu - Top male representative of Capcom's number one fighting franchise.
Morrigan - Don't know too much about DS, but from what I hear it's pretty popular in Japan and Morrigan is one of the top three characters.
Chris - Lead male character in the first RE(Capcom's most popular franchise), was the lead character in the last RE game, was in the last RE movie, and is gonna be in an upcoming 3DS game.
Dante - New DMC was announced recently and I believe people were pretty upset that he wasn't in TVC.
Trish - Was only suggested by the DMC team after they gave permission to use Dante. After seeing her gameplay I find her a much better choice than Lady, Lucia, and Vergil.
Chun Li - Same as Ryu. Only she's the top female.
Felicia - Same as Morrigan.
Viewtiful Joe - No new game coming out so this one I don't know about.
Amateratsu - Okami sequel coming out.
Tron Bonne - Has a cult following and was apparently pretty popular enough to get her own game. Plus MML3 was just announced.
Wesker - Pretty much the same as Chris and is one of Capcom's top villains.
Arthur - Will be in Mega Man universe.
Spencer - Bionic Commando sequel.
Frank West - Dead Rising 2 and Capcom apparently likes him so much that they want him in everything they possibly can put him in.
And it makes sense as to why most of the disconfirmed characters aren't in
Tyrant and Nemesis - Rating.
F4 - By the time this game comes out one of them is rumored to die.(and SS is those four in one.)
Amingo and Ruby Heart - Irrelevant to really either company.
Daredevil - I believe he's either supposed to die or go bad.
Emma Frost - Planning something in the comics, but really isn't the definition of "fighting game character."
Ghost Rider - Was planned to be in, but now I'm hearing he got cut because there was a legal battle for him going on when they started the game.
Gene - Poor selling single game.
Punisher - Would be too similar to Chris and has no big movie or comics coming out.
Rival Schools, Power Stone, and non female Darkstalkers - Besides two, the rest are irrelevant to Capcom's marketing.
Doctor Strange - Isn't sorcerer supreme anymore and has no movie to shill.
Cyclops - No idea.
