I'm fine with you having Wolverine cover himself with the claws, just that it won't matter, Robocop doesn't miss due to his computer tracking; those claws would provide minimal protection.
Robocop sees claws, he's opening fire.

The Ninja vid is a perfect example of Robocop "recognizing someone as a threat."
At :50, the Ninja is ten feet away, Robocop turns to face him. The Ninja runs in and kicks him in the face. Robocop goes down. His gun is not drawn.
At 1:03, he gets up, faces the Ninja, who is ten feet away again, the Ninja runs in and kicks him again. Robo goes down, gun STILL not drawn.
At 1:20. "Detroit Police, ID yourself." at 1:25 "You are under arrest for assaulting an officer." At this point, Robo finally decides to draw his gun. At 1:28, his leg pops open. At 1:31, he grabs the gun. At 1:34, he has the gun raised into firing position. It took Robo SIX damn seconds to draw his gun and aim it. SIX SECONDS. Still, the Ninja rushes in and disarms him.
And yes, Logan moves about as fast as the Ninja. Had it not been for the arm cannon on the ground, Robo woulda been done.
