Honestly based on that recent trade JOKER.

Frank would have had cameras in the trees outside of Arkham Asylym while Joker walked out to meet his goon and traced the car to the bar where he met up with Harlequinn and Croc.

When they went to meet Penguin on that pier Frank would have sniped Penguin, Joker then Harley and shot a specialised bullet through Croc.
