No, absolutly not.
But I do think that Punisher would do better that Batman against Joker, because he's not above shooting the ******* from a rooftop, at miles from him, or just blow the building where he is.
Joker is a great scheming dude, but Punisher is bloodlust, and would do whatever it takes to KILL, not just catch him.
Batman totally outclass Punisher in almost all areas. But I do think that against Joker, Punisher would do a better and for sure, faster job that Batman.
