I'll go with Megaman on this one. I think he has shown to be very powerful in all of his games. Ryu is also very strong, but I'd say Megaman takes this.

Ryu is my all time favorite game character and I can admit he doesn't win this 1. As far as him Bing the strongest CAP character, Ryu can't even beat people from his own game, let alone some1 like Captain Commando or even some1 like Fokker/Falcon.
