A single, uncharged shot from his Mega Buster can blow apart a boulder with a 6 foot diameter, or punch a 5 foot hole through a wall of solid rock. That's a normal shot, mind you, not a fully charged blast, which have been known to destroy several tank-mecha in a row.
That's the original Mega Man. Mega Man X is exponentially stronger. This is a stomp.

As for Overdrive Ostrich, I don't think he was ever ascribed a maximum speed in canon. His speed rating is 9900, the same as Neon Tiger from X3, but we really have no idea what that means in practical terms. We do know that he can cover hundreds of feet in a single leap and that Sigma thought enough of Ostrich's leg power to put him in charge of a neutron missile launch site. Ostrich also used to be a Maverick Hunter with the ability to fly, but lost that capability in an accident.

That's just a logical train of thought, however. I don't know that you could build an air tight case out of it, since it isn't directly stated that Ostrich can run faster than Mach 5.
