If I recall correctly, the Empire wasn't ready to attack until 300 years after KOTOR and the only reason it was moving its plans up was the finding of the Star Forge. Since Revan destroyed that, the plans stayed as usual. Yea, I thought Revan held them at bay for 300 years but ultimately, his disappearance was meaningless and there was no reason to cast him in this game unless he had a pivotal role.
I guess to me, that doesn't make a lot of sense. They have been rebuilding this Empire for a 1000 years by the point of Kotor, plenty of time to develop the necessary infrastructure and military-industrial complex to orchestrate a war, especially on a heavily weakened and battered Republic.
