2.) Thor commands weather. No brainer here. The more natural a solution, the better.

6.) Superman is the closest there is to being a super genius here. Granted Surfer could manually heal everyone with these afflictions, but Superman is about the only one who could eventually develop a cure for them. His scientific prowess is often underestimated.

7.) Thor can teleport.

10.) Constructs would help immensely here, imo.

surfer can cure cancer and get the rock sample with ease, superman can do the political thing, everything else GL can do most efficiently without getting too deep into this.

I disagree about 10) though. I think superspeed would be essential in rebuilding a city, which only Superman or Flash possesses. And Superman is stronger and can fly (plus he has amazing mathematical mind and intellect and his xray vision will help). Superman should be the best in rebuilding a city.
