It was practically the only type of storm summoning he did in the earlier JIM issues. As time past however it became perfectly clear that it wasn't mandatory. He does summon a storm without tapping the hammer and then goes on to tap the hammer to create the storms in a later issue.

pshhh... see ure no fun at all. the ops says who would i pick. what's the fun in picking SS in all of the settings? you know he has the most varied pwerset. you make it seem like Thor would have trouble taking out nuclear warheads. in reality, it should be no problem at all. he can easily just gather them and port them all away into space where they'll detonate harmlessly.
