Too soft? Negan killed plenty of his own people when they didn't deliver, not to mention his right-hand man. Negan got stale at times, sure, but the Governor definitely got stale too, especially by the time of his sendoff. Saw his fit of rage from season 4.5 coming a mile away.
The Governor also got his ass kicked by Michonne, without Andrea's interference he was a dead man. Negan didn't just overpower Rick when it mattered, he broke him.
Not everyone but he is not universally loved like a Thanos. The Negan villain crashed and burned. I mean the guy is cow towing to Judith ffs. How the mighty have fallen.
Ratings were nowhere near as bad as negans epic failure of a season. Things needed to change.
Whispers are way cooler than the saviors who were nothing special. Simon was the best one by far. Governor was never stale and rolling up with a tank and killing some of the shows most significant characters from the jump is something Negan was only able to accomplish due to his overwhelming numbers.
Negan was broken by Rick too. He was pitied by his enemies and spared. He was downright pathetic. If you are into guys who beg for you to kill them as your big bad ass you are welcome to it.
Governor was manlier, far tougher, a true psychopath. Negan is more reasonable, far more forgiving, and his body is frail like a meek woman. Have at him.
