Prime is > High Herald, yes. But look at how Superman by himself fared. He was losing yes, but it was far from a one sided stomp.

Or Superboy. Or Bart Allen.

Place him against a notable hero one on one, and they'll hold on his own. Plus, the new villain smell has worn off. I suspect sooner or later we'll see Superman defeat him in a straight up battle.
