Anyways, I have my suspicions that Festival of Blood is just a story made up by Zeke just to try and impress some chicks late at night. Cole's been too busy preparing for the Beast while fighting Bertrand and Zeke obviously had plenty of time to goof off when he wasn't gathering intel. If this is canon and Cole was actually able to put "fighting creatures of the night" in his tight agenda, I will be surprised.

It looks like it takes place between 1 and 2.
There's is an indefinite time-lapse between 1 and 2. It could have been a year or two. Cole didn't age...nor did Zeke. So it wasn't something like a decade.
So there's room for it in the timeline.

Vampires have overrun New Marais and Cole MacGrath has been bitten. He has one night to find and kill the Head Vampire and change back to his usual state – one night to save the city [1]. In his vampire state, Cole has long fangs, glowing red eyes, pale skin, a red dirtied up shirt and what appears to be noticeable veins popping on his arms.
Also, Cole has been seen with his Amp and that thing was made and given to him around the beginning of inFamous 2.

I don't know, the evil ending was also pretty cool. And for the next game, the enemies would be much harder giving way to some extremely awesome powers battles.
Finally finished this game.
It's decent. Could be better. I liked the old character model and voice actor, better. Music was better...because they had Amon Tobin doing some weird shit...I was looking forward to Amon Tobin's contributions in the first game...and he was grossly watered down into some industrial ambient noise shit. Highly disappointed. Second game had better music...still wasn't great. It was rather generic.
The story was okay. I saw the "John" thing coming a mile away (as did others). However, we could never be sure.
I like the new powers like the homing missiles. I used those almost exclusively after I unlocked them. I do not like that you have to constantly recharge every other shot. I have almost all blast shards on my first playthrough...I can only expand 1 more "energy" dot...and I'm still recharging like crazy.
The shard locator power-up is definitely a welcome addition. If I get the urge, I may go back through and get all the shards just to do it.
Story...was meh.
Voice acting was at times good and at times bad.
Graphics were average.
Powers were better than the first game but still feel almost "meh" compared to Prototype. I liked the vortex move (it's just a lightning tornado...pretty much". That move was great and I used it to clear the path for the "drive" missions...very useful.
Overall, I give the game a 6.5. Could be much better. Could be a whole lot worse.

I'd like to point out that you totally "called it". I thought that John was the Beast, too, after completing the first game. If people paid attention to the "dead drops" in the first gam, it mentions John having the conduit gene...which means the second (or third, if you were keeping track) activation of the raysphere should have given him powers.

You know what would make sense about Evil Cole in this game? Him forcing Kuo into the Transfer Device and stealing her powers. That way, MacGrath can have both pyro and cryokinetic abilities. Heck, Good Cole should do the same to Nix. "Resistance is futile Nix, you've been using your powers to harm the innocents and so I shall take them away from from you and use them to protect this city and it's people." Although that would ruin the point in the Karma system if he's able to have everything. I'm just thinking out loud here.
