No? We're going to acknowledge the anime character's abilities and when they're outmatched.
We've got non-fliers who can be shredded by gunfire (though regen from it). The highest offensive abilities observed are a magic musket bullet, Walter's wires (with easily the most impressive destruction at building-slicing, but they can only be used for a very limited time), and Alucard's melee power which likely stronger than the others but not by too much, and on a grounded character.
Tell me what among that says 'herald level' to you.
I love Hellsing's coolness, but just because it's cool does not mean it's a good match for people who can throw cities.

He goes intangible, but just to pass through walls and such, he's never avoided an attack with it, stuff like wires were highly effective against him, and the Heralds mentioned largely had magic attacks too, and I'm extra sure it doesn't work against that.
Still, assuming he could, we're talking, at best, stalemate. Boring fight.
