I think some of his powers (like being able to remake the moon) have more to do with his status as earth's god than necessarily his own, personal power. Just speculation, of course, but there does seem to be some abilities that come with the title.

So essentially you're arguing that he has great power but that it's mostly non-combat power?

I'm not going to "argue" it, since we never saw HOW he brought back the moon, but it sure seems that way to me. He had the power to, from the lookout, see anywhere on Earth, and I believe it was said that whoever the Kami of earth was had that ability. It's not unthinkable other powers like that could be part of the deal.

I remember in the second Garlic Jr Saga (filler though it was) the older Guardians pwned him when he called them out on their douchiness. It seemed like they got more powerful with time.

There was a Garlic sr, he was shown in a flashback. He was just a demon who fought the god of earth before Kami, and got easily pwned. You don't really see what he looked like either, it's all drawn with rough lines, black and white iirc.
