It is pretty much allowed in Coffee shops etc. How hasn't it worked? It's led to other drug use becoming increased and most people in Holland will tell you it has negatively affected the young, particularly in terms of moving on in there lives and having ambition. I visit Holland regularly and know many dutch beople aged 14 to 60+.

Holland is in a 5 way tie for 5th, at 1.1% use. America is at 2.8%.

Use of Cannabis

Holland is in 17th, with a use rate of 6.1. America is at 12.6. Canada is at 16.8, 5th in the world (behind Micronesia, Papua New Guinea, Zambia and Ghana).

Use of Amphetamines:

3 way tie for 16th at 0.6%. The US is at 1.8.

It's not hand waving it's based on observation and visiting the country.
If you want to see it as hand waving that's fine people like Collins see it differently. If you've ever seen anyone white out, you know what pot can do. You say you do Neuro science, you must be aware of what hydroponically grown pot can do.

lol actually it's the complete opposite. stats tell a much more accurate story than some guy's opinion does.

For that matter, I have been to amsterdam and i have heard mostly good things about the system...
