The Flash and Zoom are the fastest mainstream characters in DC.
And yes, the Flash -at least Wally- is a lot faster than Superman when he wants to be. I.e. when he gets serious.
Off the top of my head, Superman couldn't catch a launched Nuclear Device, while Wally who IIRC was on the other side of the world dealing with some other shit, ran to the targeted city, and evacuated all of the people as it exploded. If I remember the scene correctly, he came off as much faster than Superman.
There's also the scene where he simultaneously saves the lives of all the main Justice League members, including Superman who appeared to be a statue to him. Wally came off crazy fast in that scene as well. IIRC, he finds a bomb in his house, runs to the Nevada desert, chucks it, runs back to Kansas, builds a super computer that can scroll at light speed, finds out all the designated targets -Superman, Green Lantern, Aqua Man, Batman- around the continent(?) and saves them all, defeats the Turtle Man all within a second or two I believe. To be fair to Clark though, he was fast enough to catch a glimpse of Wally.
The scene where he travels back in time to CoIe and is moving too fast for even Clark's Pre-Crisis counterpart to track would also count I'm guessing.
Edit: I do however think on average that Superman will keep up with Wally as shown with the race they had while Wally was attempting to find Linda.

👆 I can see both sides and both make good points. Don't bring Superman down to build others up should never happen, though the Flashs are being used more and more which is a good thing!

However, even going by characterization and intent I'd say the point is pretty clear.
