I'm not sure what your angle is with the first part there, but Snape is one of the most powerful wizards in the HP series. Very likely that he is third behind only Dumbles and Voldy. He was feared among the Death Eaters and was second in command. He was also Dumbles most trusted friend (outside of Harry.)
Every wizard has to go through school and pass. Snape was one of the best and highest marked of his generation. He was similar, but probably not as intelligent/smart as Hermione. He was an accomplished duelist that even McGonagall feared.
To say Snape cannot do simple spells is like saying Mace Windu cannot do force push: obviously, Mace Windu can do force push and he can probably do it better than just about any single person in the Movies (outside of Sidious and Yoda...and even that's debatable.) To say Snape cannot do easy to moderate spells would be very wrong. To say he could not do even most highly difficult spells would be wrong. He was one of the most well-versed wizards in the Dark Arts, on top of that. In fact, Snape is so awesome that he invented his own spells. That puts him on a level even greater than Voldemort as Voldemort was using already "known" forbidden magics while Snape invented his own.
Snape can do any spell any Hogwards student can, and then some. Simple logic. (Unless the student invents something new...like the Wesley twins were apt to do.)
Sidious can do any force power than a padawan can (G-level canon.) Simple logic.
Neither side should take away from the other these simple "givens." IMO, to do so is childish. Yes, I am aware that RJ is one othe greatest offenders of this simple logic, but he has ulterior motives that only I am privy to know (at this point).

Be it jumping into each other with swords, matching each other with Force pushes so well that they explode away from each other with equal force etc, that whole Mustaphar fight is about seeing how well matched the master and the former apprentice are.
