IIRC, he made one wrong calculation, that the device that created Dr. Manhattan would also kill him. Considering Dr. Manhattan's powers and the being he became, it's not too bad, all things considered.

Ozy suceeded completely.

Dr Manhattan made clones so when Ozy killed the one Doc it was really just a gamble. He still persuaded DM to kill Rorschach and take the blame.

Ozy is on another level.

But not totally infallible.

Making a gamble with Dr Manhattan. Then manipulating him anyway.

Manhattan is unstoppable besides use of persuasion.
