Being in combat or not doesn't destroy the principle of what you said. If someone can move their hands fast enough to block beams then they should be able to block someone's punches as well (according to you). But if someone can move their hands very fast to build things then they can't move them equally as fast in throwing a punch (according to you).

This is a contradiction of logic.

Speed does not a winner make. It helps, but not always.

I didn't see any speed feats by Imperiex that are anywhere on par with Superman, but I know he'd kick Supes' ass. Same is true here buddy.
