He's not. A non holding back Thor (like the one who fought the celestials)is more powerful than a normal Thor (one who holds back) with the PG for the first
HOUR.
After those few moments Thor with the PG becomes more powerful.

You misread my post. I didn't say a non holding back Thor is more powerful than the Thor in blood and thunder. I said he is more powerful than a normal (non holding back Thor) with PG for the first hour.

Thor like Clark holds back out of fear of killing. If Thor fights in character then he would not unleash as fully as he is capable of.
So a normal Thor holds back
and a non holding back Thor doesn't (when he has no choice or is too emotionally angered).

about that, Thor has tangled with Gladiator on some occasions already. He knows that he'll get his ass kicked if he doesnt go all out. So yeah, i'm pretty sure Thor would bring out his A game against Gladiator off the bat.

Here Thor would most likely hold back (some argued that he won't) and thus making him weaker with the PG (in the first hour) than if he didn't hold back in the first place.
Actually, it is a better fight if Thor doesn't have the gem. Otherwise Glads can take it and it will be spite now.
