we have no technology like cerebro or any "mutant power locator". Storm has been seen able to cause major weather changes across the globe. as was said, she could easily stay in a secluded area, and we would literally have no way of knowing she was responsible, even if we watched her do it. If she was sitting there meditating, our society would have no way to interpret this as using mutant powers.
However (maybe I'm just remembering the cartoon...) I don't think storm's powers include control of things like tectonic plates, so while she might be the most destructive, she would also be the most indirect in that destruction. She could cause perpetual rain/floods, cold, drought, etc. Which, while not harming people directly (ok, drowning and sunstroke, but not more than rogue could just punch) would destroy the pillars of our society. Image a full 12 month cycle where weather patterns were such that no food could be grown outdoors? Entire nations would collapse and the deaths would be in the billions.
That being said, she is also the one our technology might actually be able to counter with intense investment (rather than someone like colossus who we would have to kill, or Gambit, who we would have to locate). Indoor agriculture, etc. She could still do damage after we compensated (if we compensated, she would be so destructive it is likely society collapses before we establish enough greenhouses), but her wind/lightning/cold isn't going to be comparable to what the others can do directly.

he would be almost impossible to kill, but really has no mechanism where he is going to pose a real threat to humanity's continued existence, other than the psychological impact his appearance and teleportation attacks might have. Further, the more directly he tries to attack things that would cause the most damage (like, say, teleporting away the supports on a skyscraper or bridge), the more likely he engages in direct conflict with army/police/security forces, where I don't see him faring too well. Yes, sure, he can TP, humans already have many weapons that do splash damage, and NC's tp range is hugely limited.

Barring some type of covert infiltration, cyclops poses a much greater risk than does logan
hell, even from the fact that cyc looks like an everyday joe, but wolverine has a very distinct look that people could spot and inform the authorities about. Cyc puts a hat on and a pair of aviators instead of his normal glasses, and boom, he looks like a whole new person.
And just more generally: guys... If there were someone pulling off the attacks we are attributing to Gambit, it wouldn't take 20 years to find him. CCTV is EVERYWHERE, and we are talking about major terrorist attacks. Sure, I got no love for cops, but lets not sell them short. Gambit would have no source of income, no permanent residence, nothing. I'd be surprised if it took them over a year to identify and locate him. Sure, he can probably evade them for a long time, but one of the principle rules of running from the police is that you don't pull major terrorist attacks that give away your location. He could probably extend the time it takes them to track him if he jumps state/national borders to do attacks, but again, he has no money, and robbing banks just presents another opportunity for the police to intercept him.
