I haven't kept up on this, but it sounds like..
You can switch between characters on the fly and will need to do that because specific missions are for specific characters.. and they all tie into one central story.
In the meantime, during open world play when you go around killing people for fun, you can switch between characters as a sort of fast-travel system.
Sound about right?

Almost. You can switch between them on the fly, they all have certain missions, and they have missions as a team where they each have a specific role. The prime example is a mission where they rob a bank in a high rise skyscraper. Franklin is the sniper on the other building. Michael rappels down the side and breaks in to do the actual robbery, and Trevor flies the escape chopper. You can switch between any of them at any time. And after they escape, Michael can shoot out the window with his rifle, and I think Franklin gets a mounted gun.
And yeah, you can switch between them during your "free time" as not only a fast travel, but to have different interactions and whatnot.

How do you know?
They say it has texture pop in and the graphics aren't all that impressive.
