I am not 100% sure, but I believe etymologically "Garten" in this context doesn't derive from farming, but rather from a similar word meaning "Protection" or "Home". But it is hard to come by Etymological Dictionaries online in German, I'll look it up though and report back.

That's the way I read it described. Though the system is still built for the same thing.
