It's a fine feat, but it doesn't change the fact that he was initially fooled by the illusion, and that this is the case with many other psychics (Fantomex and Marvel Boy, just to name two relatively low-power TPers, have repeatedly fooled superior psychics).
I think it's also hard to judge hierarchy because the effects of "will-power" on psychic resistance are uneven. It gets used as a device to protect characters that might otherwise be at the mercy of every two-bit telepath on the planet, but it can't be assumed, conversely, that anyone with crazy willpower can resist a psychic assault. And then you have all of those guys who have mentally controlled hundreds to even billions of people simultaneously-- how do you compare that with folks like Chuck or Emma who can get stymied by someone with strong willpower? Then there's someone like Overmind, who has massive psychic powers, but gets psychically taken over, over and over again. So anyway, I don't know about making a hierarchy, but I will say that Strange, Thanos, and Xemnu are all consistently portrayed at shockingly high levels, and that the others, while impressive, are harder to place either for reasons of inconsistency (Xavier, Overmind), or because they lack comparable feats.
