That would be a shame, but probably likely given DC's handling of the property. Several Captain Marvel projects such as the one Alex Ross was penned to do have been scrapped in favor of less than stellar books such as Trials of Shazam. We also have writers such as Gail Simone and Paul Cornell express interest in the character and wanting to handle him, but for whatever reason, nothing ever turns up. DiDio spouts the same old bullshit about how Captain Marvel is a cornerstone of the DCU and how "they have plans" for him/the Marvel Family.
I think the problem is that people see Captain Marvel and think that in order for him to be portrayed as being a top tier character or worthy of respect, it has to somehow be connected to Superman or Superman has to suffer in order for Cap to succeed, which really isn't the case. No one expects Cap to be heralded as the "greatest hero in the world", but if you make him the primary character responsible for handling DCU's mystical threats, which given his role as a champion of the gods and successor to the Wizard Shazam is entirely IC for him, you'd have a success.
Some of the rejected proposals that DC has turned down would have made for great story telling. Either DC honestly doesn't want Cap to succeed (for a host of silly reasons) or they really don't know how to...in spite of some of their talent expressing the desire to work with the character.
The fact that Cap shines brighter outside of the comics and in animated series, short movies, and video games says a lot about DC's extreme mishandling of the character.

Designs or not, I see a lot of potential in the relaunchs, I'm quite open to start many of these series between artists, writers and character renditions. When the first stories come out we'll have a better idea of how much exactly this is going to work.
(Let's not forgetl this kind of reboot worked for Spider-man after OMD, and that none of the fans has reacted nearly as bad to this changes. That by itself may prove to be an interesting gambit)

Just read the interview that Jill gave with Gail over at Newsarama and it was very interesting and trying to let people know she and DC care very much about Babs/Oracle and Batgirl. Also noting they still care about Steph and Cass as well which is good news.

Based on some of the stuff Gail said in that interview, my theory is they'll have had Babs being Oracle for awhile, but following the incident in BoP where she regained feeling to her toes, she'll have worked through physically therapy or something similar to eventually regain the use of her legs.
That way Simone can tell an actual story about Babs' recovery etc, rather than just "here Babs, have some nanintes".
