This is a brief segue into the next set of rounds, so you can hold that Normal Dexterity.
Your blade slips neatly between his and the cable, blocking any further direct hacking attempts from him. He starts trying to force your blade down into the cable with his.
"As I said," Vash hisses. "Your resistance to Rand has led him to waste his time with you instead of training me! It's YOUR fault for not just joining! You're not even a Jedi any more anyway!"
It will be a Strength roll to stop Vash from pushing both blades into the cable.
You try with all your might to stop Vash. but in the end, he is stronger than you are. He slowly pushes your blade into the cable with his own, and the cable starts to warp and the thousands of metal strands that compose it begin to unfurl and snap.
"Not yet!" Vash snaps, before delivering one final hack into the cable.
It separates, and the cable starts to fall out from under you.
The cable swings downward with both combatants clutching on for dear life. It reaches the bottom of its pendulum swing and begins to arc back up again. It does this a few times in either direction before settling at a vertical angle. The wind whips at it playfully.
Once he is certain he can hold on, Vash starts climbing toward you.
Vash was going to try flanking you (literally), aiming a blow at the back of your legs as it is what is in reach and you'd have a hell of a time trying to climb the cable without the use of them. But you keep interrupting his attempts with those quick strikes, forcing him to defend himself and keep his head (again, literally).
It's a tie, but it goes with attacker.

Vash tries to hack mercilessly past your strikes and into your side, bringing his lightsaber at you multiple times to dislodge you from your perch.
No contest, there. He has trouble putting real strength into his attack as he is more concerned about not falling into the never-ending sky. You deflect his blows and, while you don't manage to disarm him, you do manage to twist his lightsaber about and into his portion of the cable by accident. It begins to unravel slowly as the strands melt and strain.

Vash is going to try leaping past you in order to get a new handhold, waiting until the sway of the wind favors him, then sweeping his blade down to take your head.
Vash passes you before you can slash through him. But in the time it takes for him to become stable hanging from the cable again, you are ready for his attack. His blade flashes powerfully against yours when you block it, and Vash tries to push down to put extra weight on you, trying to make you let go of the cable...
With a simple twist and upward swish of your blade, you cause him to misdirect his weight, force his blade awkwardly to one side, and cut off his hand.
Vash, now totally off-balance and distracted by the loss of his hand, falls from the cable and back past you, and just barely manages to catch a groove in the end of the cable. His hand and lightsaber keep going and disappear into the clouds below.
